American Recovery and Reinvestment Act of 2009 (ARRA)

On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009 (Recovery Act). On March 3, 2009, President Obama and Vice President Biden joined USDOT Secretary LaHood in announcing that $26.6 billion of this funding was available to the States for highway investment.

Since ARRA approval, Rubén A. Hernández Gregorat, the Secretary of Puerto Rico Department of Transportation and Public Works (DTPW) has worked diligently to ensure that the agency was granted with $105 million for highway projects and $75 millions for Transit Projects. These amounts may eventually increase. The projects selected under this process are all either specifically stated by name and number or are implicitly part of a category included in the 2008-2011 Puerto Rico Statewide Transportation Improvement Program (STIP), the last STIP approved by the Metropolitan Planning Organization (MPO), the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA).

The STIP 2008-2011 is still in effect, pending the final approval of the 2009-2012 STIP under revision and pending the administrative modifications which will be made to the 2008-2011 STIP, informing and formalizing the changes related to ARRA-funded projects.

The related 2009-2012 Transportation Improvement Programs (TIPs) of the San Juan and Aguadilla Transportation Management Areas (TMAs) and the Urbanized Zone Areas (UZAs) were approved by the MPO, but the STIP is under revision after review and comments on the highway component of the STIP by FHWA and FTA.
